MINUTES of Meeting held on Monday 22nd November 2010

2.    MINUTES

To approve the minutes of the last meeting of the Parish Council held on the 9th August 2010        

      

3.  NEW BUSINESS

         3.1  Re-consultation on application 2/2010/0879 Pure Renewable Energy – Erection of a wind monitoring mast (Temporary for two years) Reathwaite Farm, Brocklebank, Wigton.  There followed a presentation by Mr I. Williams who informed the meeting a group was being formed called the Westward Against Wind. Mr Robinson also spoke about the indiscriminate citing of wind turbines.  A further meeting has been arranged to be held in Rosley Village Hall on the 4th December at 7.30pm.

                Council voted on the application T.T proposed they object - 4 for, 3 abstained.

                Clerk to inform ABC of their decision.

       3.2  Parish repairs: - Fence at Reathwaite – awaiting invoices, Kissing Gate – Shalk Quarry - talked about a width restriction, highways matter, Raiselodge Bridge – no action, Sewerage problems at Red Dial- in hand, Drainage problems and Progress Reathwaite – still in litigation, but progressing with a view to being resolved in the spring.

         3.3  Common Land – on going

         3.4  1st Responders – no response

         3.5  Discussion on Wampool & Waver catchment’s area.  Meeting to be held in Kirkbride Institute Hall 8th February 2011.

         3.6  Donation – Hospice at Home, Agreed F.S seconded J.C to fund £100.

         3.7  Increase funding Northern Fells Agreed R.S seconded T.T increase to £250

         3.8  Request for funding from Mrs M. Graves - Rosley Link - £168.00 Agreed R.S seconded I.W.

 

4.    FINANCE

       4.1   Information of accounts- see attached summary report.        

         4.2  Set Budget.  Agreed to increase reserve by £1000.

         4.3  Set Precept 2011/2012 Same as last year £5,500

         4.4  Conclusion of the Audit for the year ending 31st March 2010 from                                        BDO.  Copy available for inspection from the clerk

6.3.2  APP/G0908/A/10/2133273/NWF – Planning Reference 2/2010/0377.     Carwath Farm Wind Energy Ltd, Land at  Carwath Farm, Rosley Wigton, CA7 8BW. Permission for the retention of the existing 10m anemometer mast for a temporary period of 12 months from date of permission.

6.3.3  APP/G0908/A/10/2133221/NWF – Planning Reference 2/2010/0081.  Carwath Farm Wind Energy Ltd, Land at  Carwath Farm, Rosley Wigton, CA7 8BW. Proposed erection of a 60m anemometer mast for a temporary period of up to 2 years.

F.S attended a meeting organised by MP Rory Stewart regarding improved broadband speeds for Cumbria.  He hopes

 to set up a community group sometime in January.

Councillor Fairburn asked for a list of all defects to be compiled and assured meeting they will be put on the highways list.

Councillor Fairburn addressed the meeting about the consultation on budget reduction that need to be put in place. Now until January.

         8.2  Clerk informed everyone about the large amount of emails now being generated instead of letters and proposed they are listed in the correspondence and not printed out.  Any item will be printed on request.
