Westward Parish Council

Minutes of the Meeting held on Monday the 19th of November 2018 at 7.30pm in Rosley Village Hall, Rosley.

Councillors Present: Mr Brown, Mr Studholme, Mrs Stoddart, Mr Brockbank, Mrs Rothery, Mrs Osborne & Mr Hartley.

Also Present; E Clark (Clerk), M Grave (The Link) & two parishioners.

126/18 Chairman’s announcements

Cllr Brown welcomed everyone to the meeting. He spoke of the sad loss of Cllr Fairbairn who was reliable, thorough, and fair and had been great help over the years with all parish council issues; he would be greatly missed by all. The council paused for a short silence to reflect.

Thanks were given to all the locals for the clearing of trees & branches on the parish roads following the recent storms. He advised that the broken manhole cover, just passed Rosley crossroads, remained unrepaired.

127/18 Apologies

Apologies for absence were received & accepted from Cllr Robinson.

128/18 Requests for Dispensations

No requests for dispensations were received.

129/18 Declarations of interest on the agenda

No declarations of interest were received.

130/18 Minutes

Resolved – the minutes of the meeting held on the 20th of August 2018 were received and signed by the chairman as a true record.

131/18 Adjournment of the meeting

Mrs Grave advised that highways were consulting on the removal of the 30mph limit between Evening Hill and Curthwaite. She advised that Thursby Parish Council were objecting. The clerk advised that the council had not been consulted on this so would make enquiries with highways.

It was noted that there was again water on the road near to the entrance of Rosley Farm. Correspondence in respect of a footpath in the area of Chalk Beck Farm was fully discussed and it was resolved that the land in question was in Dalston Parish.

132/18 Reports

§ PCSO 5351 Irving advised that until September 2019 the local PCSO will be PCSO 5326 Harris. The next police meeting is scheduled to be held at Cockermouth Police Station on the 30th of November, 7-8pm.

§ Northern Fells Group – it was advised that the minibus is open to anyone in the parish who doesn’t have transport, not just the elderly.

133/18 Payments & Receipts

Men in Sheds (Noticeboard Refurb) - Deferred to the next meeting

Allerdale Borough Council – Precept £3500.01 (inc CTRS Grant of £18.12)

134/18 Financial Statements

The current balances & bank reconciliation of the Council’s Bank Accounts as at 31st of October 2018 were noted and approved. It was advised that the Natwest accounts had now been closed and the funds transferred to the Cumberland Current account. It was authorised that £5000.00 be transferred from the Cumberland Current to the Cumberland Deposit account.

135/18Precept

The parish council budget was considered and agreed for 2019/20

Councillors unanimously agreed that the precept for the year 2019/20 be increased to £7500.00. It was noted that the CTRS Grant (Council Tax Reduction Scheme) had now been phased out.

136/18 Planning Matters

No new planning applications received since the last meeting.

Order No. 3 of 2018 – Land Adjacent to Causa Court, Rosley, Wigton.

To note the following grants of planning permission;

Ref No: 2/2018/0296 – Demolition of two redundant stone barns & erection of showroom & offices – Old Carlisle Farm, Wigton.

Ref No: HOU/2018/0121 – Erection of a detached garage/workshop – Larkspur, Church Hill.

Ref No. HOU/2018/0176 – Insertion of two windows to ground floor – Farthings, Wigton – Mr Michael Moorhouse.

137/18 Highways

The following highway issues were noted; no road markings on the t-junction at East Curthwaite. The road at Barnett Rigg, there is a sharp bend that requires a warning sign. Water runs down the road at Barnett Rigg lane end and will be hazardous when icy. There is effluent running down the highway (A595) from the Sun Inn, Red Dial towards Greenhill. Flooding at Red Dial crossroads (farm side). High Hall Woods, Westward, the road requires repairing. The Reathwaite road is full of potholes. The sign post between Intack and Red Dial is pointing in the wrong direction. The sign post on the B5305 Broadmoor road ends is pointing to the sky. Highways advised that there was no issue with the bush at the Rosley/Sandy Brow crossroads.

140/18 Defibrillators

A meeting was to be planned at the Curthwaite phone box in respect of the defibrillator.

141/18 Parish Notice boards

The Curthwaite notice board doesn’t require a lot of repairing, the wood on the back and doors to be replaced. The cost of a board in recyclable plastic would be £700.00.

142/18 Speeding Vehicles on the Rosley Road

No further update but it was noted that in the last 10 days the speed camera had been in Rosley.

143/18 Clerk’s Position

Position to be re-advertised on the notice boards.

144/18 Parish Councillor Vacancy

Edwin Holliday was co-opted onto the council and completed the relevant paperwork.

It was noted that the next meeting of the Parish Council would be held on Monday the 18th of February 2019 in Rosley Village Hall, commencing at 7.30pm.
