Westward Parish Council

Minutes of the Meeting held on Monday the 18th of February 2019 at 7.30pm in Rosley Village Hall, Rosley.

Councillors Present: Mr Brown, Mr Studholme, Mrs Stoddart, Mr Brockbank,

Mrs Robinson, Mr Todd, Mr Hartley, Mrs Osborne, Mr Holliday & Mrs Rothery.

Also Present; E Clark (Clerk) & M Grave (The Link).

147/19 Chairman’s announcements

Cllr Brown welcomed everyone to the meeting and advised that Julia Webster would be the new parish clerk from the 1st of May 2019. He thanked Elizabeth for everything she had done over her time as clerk. The Parish wood is back in use by the school, some general maintenance required – decking worse for wear. Westward Halls continue to improve, well done to all concerned. The parish sign posts require cleaning – list to be drawn up for the next meeting. The parish land at Brackenthwaite is chocked up with horses and there is damage to the fence.

151/19 Minutes

Resolved – the minutes of the meeting held on the 19th of November 2018 were received and signed by the chairman as a true record.

152/19 Adjournment of the meeting

Mrs Grave advised that ‘Print Out’ were moving to Appleby at the end of March so she was currently looking for a new printing company. It was noted that there was a kind of ‘stable set up’ at Tracentree and on the A595 at Woodcock a trailer with an ‘A’ Board was advertising motor cars. At High Hall Wood the fence is leaning on to the road.

§ An email from PCSO 5326 Harris advised that there had been no incidents reported in the parish since the last meeting.

§ The current balances & bank reconciliation of the Council’s Bank Accounts as at 31st of January 2019 were noted and approved.

§ The current 2018/19 budget was reviewed and approved.

156/19 Planning Matters

Devolved decision of ‘No Objection’ by the clerk following consultation with Chairman & Councillors as response requested prior to the February meeting;

Ref No: 2/2018/0563 – Demolition of workshop and erection of a three bedroom semi detached dwelling – Land adjacent 3 Grainger Houses, Red Dial, Wigton – Mr A Ewart – Application refused by Allerdale Planning.

Ref No: HOU/2019/0004 – Proposed stable block – Beckside House, East Woodside – Mr & Mrs Robertson.

157/19 Annual Audit Review

a) The Risk Assessment Document was considered and approved.

b) The Effectiveness of Internal Audit document was considered and approved.

c) The Asset Register was approved with no changes required.

d) The insurance cover was approved with a fidelity Guarantee of £25,000.

159/19 Highway Matters

The following highway matters were noted; The Reathwaite road is full of pot holes.

Water continues to run down the Red Dial road. On the Wigton side of the Red Dial junction there is a pot hole. At the bottom of the hill at Meadow Bank the drains are blocked. A culvert is broken at Mock Rigg. At the Caldbeck road end the sign is leaning. At Solway View, Brocklebank two large stones on the verge are causing issues. An email from highways in respect of the consultation to remove the 30mph speed limit between Evening Hill & Curthwaite apologised that the parish council had not been initially consulted but they didn’t realise Westward extended as far as that. They advised that they were now looking to implement a 40mph limit between the two villages. This was following feedback received (and was the initial preference to begin with). Unfortunately the existing limit is not working, and is ill-fitting with the rural nature of the road – to the detriment of the 30 limit in Thursby in particular – there is no visual cue that you are entering the main village as the 30mph speed limit runs continuously from Curthwaite.

160/19 Curthwaite Defibrillator

It was advised that a defibrillator had now been ordered for the telephone box at Curthwaite. The parish council authorised a donation of £300 towards the purchase cost and agreed to make a contribution to the annual maintenance which was to be £135.00 per year.

161/18 Speeding Vehicles on the Rosley Road

Rory Stewart MP had spoken to the Highways department and received the following reply; the local CRASH group considered the request in the summer, following your first email. The current speed of vehicles was surveyed which showed that the existing speed limit was considered the most appropriate. The collision data was also analysed and it was agreed at the CRASH meeting that a reduction of the speed limit would not be pursued but the site remains on the police regular patrols. Enforcement of the existing speed limit will continue.

162/19 Clerk’s Position

It was agreed that the new clerk receive the equivalent salary as the current clerk.
