  2.1 The Parish Council minutes from the 8th  and the public meeting on the 15th February    2010 were agreed and signed.<br />
  2.2 Refuse collection – letter Allerdale Borough Council    <br />
  2.3 Notice Boards- FS showed councillors pictures of notice boards and told everyone he    has secured funding from The Joyce Wilkinson Trust £800 and Friends of the Lake    District £1000. Awaiting further quotes. One for each Parish.<br />
  2.5 Highway Steward – Rota given out coming in May</p>

Grave - Mrs Grave was asked if she wished to leave the     meeting, declined, invited to speak The chairman spoke about the content of     her letter dated August 09 and he stated her demands were unfounded and any    response to it would bring the Council into dispute. Mrs Grave was satisfied    with the answer. Regarding the letter about the planning application     2/2010/0081 Carwath Farm Energy Ltd – Proposed erection of a 60m     anemometer mast for a temporary period of up to 2 years. JC was asked to    leave the meeting. The chairman addressed her issues and told her the Parish    Council can&#8217;t be seen to favour one particular group and must represent     everyone in Westward, but will fully support the rejection of the application.    Mrs Grave was satisfied the issue was resolved.<br />

  8.1 Brought by Members.<br />
   T.T said railings at Blue Gate still not repaired. Clerk to write to Council. Ash Cart    was fire damaged and land at the entrance to Quary House, Brocklebank has been    damaged.  Clerk to write to Allerdale requesting compensation for damage to fence.<br />
   Also asked to support Mr Pigg with any planning issues they may have.<br />
   <br />
   Footpath gate left open Chalk Quarry, resulting in the cattle straying. PLEASE     respect the countryside at all times and CLOSE ALL GATES<br />

<p>3. CHAIRMAN&#8217;S ANNOUNCEMENT<br />
 The Chairman welcomed everyone to the meeting and explained we only have three  weeks from the date we receive the planning application to vote whether to  approve/object or refuse and return them to Allerdale Borough Council. He stated  that the Parish Council are working with members of the parish for the good of the  parish. He then gave members of the public the opportunity to make statements and  ask questions to the council.</p>
<p>4. OPEN SESSION<br />
 Several electors present raised objections. Points raised included wanting to  <br />
 know if there was a master plan and how many windmills they would be erecting.<br />
 Agree as a community to reject Wind farms  Wind power has its purpose but in the  <br />
 right place.<br />
 The Chairman thanked those who had raised points on the planning application and  <br />
 informed them their comments would be borne in mind when they came to vote.</p>
<p>5. RESOLVED<br />
 The Chairman then asked for a resolution from the councillors and a vote for  <br />
 rejection was forwarded by F.S. seconded by J.R and 5 councillors agreed to reject   <br />
 with 1 councillor abstaining.<br />
 It was agreed that the clerk write to Allerdale Borough Council to express their  <br />
 vote of a refusal and state they objected to this development in Open Countryside            <br />
 with the backing of the local community who strongly opposed this planning  <br />
 application and were present at the meeting in large numbers.<br />
 The chairman thanked everyone for their input to the meeting and encouraged  <br />
 everyone to attend future Parish Council Meetings.</p>

   Mr R. Studholme  – planning application 2/2006/1116 for erection of    agricultural workers dwelling, Stud Fold Farm, Wigton.</p>
<p> 2. MINUTES<br />
  2.1 The Parish Council minutes from the 16th November 2009 were     agreed and signed <br />
  2.2 Discussion on the recent cold weather spell and the lack of gritting in the    parish. Letters received from parishioners regrading non gritting of roads    and  need for more salt bins. Clerk has written to Highways voicing    councillors concerns.<br />
  2.3 SIDs Review SID&#8217;s review<br />
   Permanent SIDs Red Dial still not repaired or replaced, awaiting reply    from Highways.  The mobile SID&#8217;s need new sites and councillors feel    they have not been very successful and outlived their usefulness.<br />
  2.4 Highway Steward&#8217;s Report J.R. Reported work done at Brocklebank.    Wouldn&#8217;t be able to see if successful until next heavy rain. The steward    will be in the parish from 8th March onwards for two weeks.<br />
  2.5 F.S. reported the Signposts renovation is nearing completion and had    received numerous comments on the tidy and smart look of the finish    signposts. councillors agreed and thanked him for all his hard work.    Payment to be made to Osborne Fabrications.</p>
<p> 3. NEW BUSINESS<br />
  3.1 F.S has acquired £800 towards the cost of new notice boards. Discussion    on where most needed either at Curthwaite, Rosley Hall and Westward    Halls. Will decide next meeting.<br />
  3.2 Councillors had a general discussion on the state of Parish roads and they    agreed to make a list together with a description of the defect to be sent    via the clerk to the Highways department. Chairman encouraged everyone    to use the hotline provided by the Highways.<br />
  3.3 General discussion – Pre School Busy Bees Fund. Agreed to funding.</p>

<p> 1. APOLOGIES<br />
  1.1 Declaration of Interests<br />
   Mr M. Watson &amp; Mrs A. Watson – planning application 2/2009/0741    (Resubmission to 2/2009/0539) for Broiler Units, at Cunningarth,     Westward, Wigton.<br />
  1.2 Mr Coulthard – Ananomiter Green Quarries, Rosley<br />
   At this point in the meeting the chairman asked J.C to leave the room and    an email was read out from Mr Robinson regarding the erection  of an ananomiter at Green Quarries, a discussion followed and it was agreed the clerk to get in touch with Allerdale Borough Council for    guidance.</p>
<p> 2. MINUTES<br />
  2.1 The Parish Council minutes from the 12th May 2009 were agreed and    signed. <br />
  2.2 The chairman spoke about the SIDs still difficult to handle, and a lot more    work than anticipated.  J.A. Thought one permanent SID in one site would    be more effective. No reply from highways about permanent SIDS on the    A595 at the Red Dial. The chairman ask Councillor Fairburn if possible to    have a permanent speed restriction for the school at Rosley. Clerk to    check with Better Ways to school<br />
   Permanent SIDs Red Dial, awaiting reply from Highways.<br />
  2.3 New Tesco Store.  Open meeting to be held in Wigton 20th Nov. Concern    raised about the extra traffic generated on the A595, would still like the    link road from The Street Road Ends to Carlisle Bridge. Councillor   Fairburn said there is insufficient funds to finance this project at present.  2.4 Highway Steward doing a good job, various roads still need improving.<br />
  2.5 Update road leading to Reathwaite- Still in litigation<br />
  2.6 Signs Post Progress – FS reported the arms to be put on next week.<br />
  2.7 Salt Bins – It was decided to hold any new purchases on salt bins as salt    has already been deposited around the parishes.</p>
<p> 3. NEW BUSINESS<br />
  3.1 Co-op one new member. Mr Thomas Todd was proposed by J.R and    seconded by R.S. Unanimously voted onto council. Clerk to inform Mr    Todd.<br />
  3.2 Discussion car parking charges, Wigton. Councilors all need to write to    Allerdale Borough Council about the 300% increase in car parking    charges in Wigton<br />
  3.3 Damage to rails on North Eastern side- Blue Gate. The chairman reported    the rails had been damaged and asked the clerk to contact highways.<br />

 4. FINANCE<br />
  4.1   The Financial Report as at 30th September 2009 was considered and    approved. Current account stands at £5687.35 and reserve £3563.01.  4.2 Set Budget. It was decided to put £1000 into the reserve.<br />
  4.3 The Precept for 2010/2011 was set at £5500<br />
  4.4 The council agreed the conclusion of the Audit for the year ending 31st    March 2009 from BDO.   Copy available for inspection from the clerk <br />

  8.1 Brought by members – J.C talked about repairs needed to the road at    Green Quarries, Clerk to inform highways.  R.S. Asked a letter be sent to    John Steele thanking him for his maintenance of Westward Churchyard.    F.S stated the Northern Fells group are starting a new service 1st Dec and    are looking for local people to support them.  B.B. suggested   F.S.    Represented the council. Also asked for new notice boards for parishes.     Will look into grants available.<br />
8.Brought by Councillor Fairburn –  Talked about a meeting to be held in Rosley Village Hall on 25th November about Radio Active Watse disposal. Starts with exhibition at 6pm followed by presentation, with questions and answers.<br />

MINUTES of Meeting held on Monday 17th August 2009  at  Rosley Hall</p>
<p>PRESENT: Mr. Brown, Mr. Coulthard, Mr. Holliday,  Mr. Jackson, Mr. Shaw,<br />
  Mr. Studholme, Mr. Watson, Councillor D.Fairbairn &amp; Police Liasion Officer Lindsey Tuck.</p>
<p>The chairman introduced PC Lindsey Tuck who gave a short talk about the crime figures in Westward &amp; Rosley, also the Smartwater scheme the police are running for farmers, smallholders or anyone with a small business. The Police have raised concerns about the New Tesco store in Wigton which they feel will encourage anti social behaviour. The chairman thanked PC Tuck.</p>

<p>1.1 Declaration of interest – Mr R.Studholme – planning application for his daughter at Studfold, Westward.</p>
<p>2. MINUTES</p>
<p>     2.1      The Parish Council minutes from the 10th November 2008 were agreed and signed.</p>
<p>     2.2      Moveable SID’s – B.B. and A.W attended a meeting with Cumbria Police,Cumbria County Council and other council members involved with the SID’s. A decision was taken the the SID scehme would re-                commence as per option C. Police to organise a rota for delivery Attending meeting 12th February to see the improved SID’s and finalise details with other councils and police.</p>
<p>                Permenant SID’s – nothing to discuss.</p>

<p>3. NEW BUSINESS</p>
<p>     3.1      Councillor Fairburn spoke at length about the might of Tesco, how good they are and it it almost certain the new store at Wigton will be built eventually. What we need to be doing as a Parish Council is  seeking a safer environment for the two road junctions at Red Dial and The Street on the A595 and demand roundabouts. Clerk to write to Allerdale Borough Council and the Highways department to that effect.           </p>
<p>    3.2      A.W. Spoke about the damage to the Millennium metal seat on the Red Dial to Wigton road. Two quotes have been received and sent to Mr Thomlinson’s insurance company.</p>
<p>    3.3      Tracen Tree. There as been a bad accident at the junction and councillors have asked the clerk to write to Allerdale and the Highways to voice their concern about safety.</p>
<p>    3.4       Council to agreed to adopt Model Publication Scheme from 1st January 2009.</p>
<p> </p>
<p>4. FINANCE</p>
<p>     4.1       The Financial Report as at 31st January 2009 was considered and approved. Current account stands at £2553.50 and reserve £3534.75.</p>
<p> </p>
<p>5. PAYMENT OF ACCOUNTS</p>
<p>     Resolved that the accounts listed be paid.</p>
<p>     Clerk’s salary and training expenses £640, £300 each to Village Halls, Gt North Ambulance £200, Wigton Baths £100, Link £200, CALC sub £178.50,</p>
<p>     Accountant £30, Village Hall Rent £80, Insurance £225.</p>

The Chairman asked the clerk to write to Allerdale BC and the Highways voicing councillor&#8217;s concerns.</span></span></p>
